In the United States, newspapers opposed to the war were curtailed.  Citizens could be arrested and placed in concentration camps indefinitely (without trial) for speaking out against the war.  Basically, the US suspended the Constitution as a "necessity."  In the Confederacy, most people simply wanted to be left alone, e.g. Not have their property stolen and dwellings burned by invading US armies.
