    Sorry, but I know this is not the correct answer. The distance from Yukon's northwesternmost point to Herald Island (Russia's nearest point to northwestern Canada) is over 900 miles. The distance between Alert, Nunavut, on Ellesmere Island (northeasternmost point of Canada) and Franz Joseph Land (Russia's nearest point to northeastern Canada) is comparable. (See scale map at http://www.solcomhouse.com/images/arctic_mapbg.gif). I already have the choices down to Denmark and France.

    Not kidding. The French islands of St. Pierre and Miquelon are close to the shores of Quebec. Then there is Hans Island. Denmark says it is Danish territory. Canada says it is Canadian territory. If the maritime boundary between the two is used, they are both right, and they each own a portion of the island. If that happens, Denmark will border Canada. If not, there is still the matter of who gets full possession, and even if Canada gets the island, Greenland is (an autonomous) part of Denmark.
