      Ownership.
      Yep, that's it. While many condominium complexes pretty things up, the single true difference between them is that an apartment is owned by someone else, and you pay rent to them, a condominium is sold to you as a home, which YOU then own.
      Many apartment complexes are refurbishing their apartments to make them appealing, then evicting the last of their tennants, to sell the complex off as condos. It usually gets them quite a bit more money overall than they would have gotten if they had sold it as an apartment complex.

      Each unit in a condo is individually owned, whereas each unit in an apartment  building is owned by the person who owns the building.  Therefore, you could be renting a condo from one company or individual, and your neighbor is paying more or less for the same unit based on who they are renting it from/or what their monthly mortgage is.
       
      It has nothing to do with how nice the unit itself is, as I have seen some very luxurious apartments that are more per month than a typical home mortgage, and I have seen some condos that are in very bad shape with low buying costs/monthly rent associated with them.
