    It could be fleas. You can see them best if you put the puppy on his back and look on his underside. But they're easy to miss so going through with a flea comb is a good idea.
    It could also be that something is irritating his skin, so try bathing him in a mild puppy shampoo

      Your dog could have allergies and that is irritating his skin. Some dogs are allergic to the food you are feeding them. I had to have one of my dogs go through an allergy test to find out what he was sensitive to and was surprised that just changing his food helped the most when it came to his scratching.

      Yes flees can be seen. As a home remedy you give bath to your puppy with cold water. Later add some Epsom salt and colloidal oatmeal or baking soda into the water. It may take few weeks to show you good results. Don't use artificial mean of drying its coat after bath. Don't rub its skin to avoid any itching on its skin. Antihistamine is good to fight with short term itching.
