Can An Email Address Be Obtained By Doing A Reverse IP Lookup?
According to an ad for people-search they can provide the email address if I give them the IP address, but all they have given me so far is the latitude/long location that I can map.

You are correct in that IP addresses can be used to locate the location of the computer in question, but generally not to street address accuracy simply due to the way IP addresses are assigned/used. Looking up an person's IP address will tell you the approximate street address of their internet supplier's part of the network they connect to, and never the persons' computer itself. That is not possible without getting information from the ISP itself.
