1. How Did James Madison Amend The Embargo Act In 1809?

    Actually it was Congress on March 1, 1809, who repealed it.  In the place of the Embargo Act, Congress enacted the much weaker Nonintercourse Act.  The new act prohibited trade only with Britain and France and their colonial possessions.  It was no more popular or successful than the Embargo Act.
