    Before the Victoria Cross was devised in 1856, formal recognition of valour among ordinary soldiers (non-officers) was not usually made.  The Victoria Cross, although rarely given, was originally intended as an award for non career officers, and others who rise above the call of duty (and their station in life), exhibiting bravery in the face of extreme dangers posed by enemy combatants..

    The award is open to almost anyone in the British or Commonwealth armies, or under the command of British/Commonwealth militaries.  It is the highest military medal in the British honours system.

    The award is given for valour in the face of the enemy.  Extraordinary valour not "in the face of the enemy" is awarded by the George Cross.

    The VC is still the highest military honour in many commonwealth countries.  Only three individuals have received it more than once (more details about recipients here).
