    The complete saying is a reference to the type of weather usually experienced in the month of March (northern hemisphere), viz,

    In like a Lion, Out like a Lamb.

    This means that the beginning of March (tail end of winter) often brings wild and ferocious weather (like a lion) but by the end of March, spring has arrived and the weather is much more gentle and mild (like a lamb).
