Domestic loan is the borrowings sourced within the boundaries of the country while foreign loan id the loan sourced for outside the boundary of a country.

Domestic loan should me encouraged more than the foreign loan because the interest on domestic loan is low compare to foreign loan

When loan is sourced for from other countries the country involve may bring so much conditions like

importation of some materials will be from the country,
they will be the contractor of the project
your country will do business with there country for some years and this will be to the advantage of there country.
