If your dog is still spotting blood even after 6 weeks of delivery of puppies then it is not normal. Dogs can have vaginal discharge after the delivery of puppies. This discharge is produced in order to clear uterus for next heat cycle.
After delivery of puppies, dogs secrete a dark green or black color discharge. This discharge can last for 18-21 days. In the start that is immediately after delivery, this discharge is frequent but reduces as the time passes and towards the end only spots are present.
Bloody discharge after the delivery is possible when placental sites don't recede from the dog and this is not normal. So, you should take your dog to vet and get his advice.
