A leader has to be an effective manager, a leader doesn't have one skill, he is an all rounder. He should be a visionary, a person who has knowledge, technical expertise, interpersonal relations, decision making abilities and a good sense of time management. The traits you have mentioned are all vital for a leader to possess.
Like he would plan his resources and manpower through right decision making skills and put them to use. He would use his technical abilities to manage the right processes and control them in the given time to achieve his targets. He will organise his objectives over short, intermediate and long term. Hence you see all these skills are interlinked, a sequence of a process that is essential to leading a firm, an organisation or a setup.
