You have to beat the E4 first. After that go to Sandgem Town and use Surf and follow the water. When you get to land keep walking till you come to a building, this building is Pal Park. When you enter talk to the man at the counter. Then save and turn off you game. Insert your ruby version, and turn on Pokemon Platinum. On the screen where you pick to start your game, edit Wi-Fi settings, and etc. Choose Migrate pokemon. Choose your pokemon you wish to send over, remember you cannot trade the pokemon you pick back to ruby. Hope this helps! :D
