I'm afraid not, you need a dvd burner to convert and burn the video clip to dvd.
First, download the video to your computer, and download a dvd burner and run it.
Second, load the videos to the program, make some adjustments like editting, cropping and trimming. You can also make a slideshow of the video clips. (optional)
Third, click burn button.

Of course you can.If you have cut the video to clips, you just need the tool of Aimersoft Video to DVD Converter. It converts the Video of all pop formats to Dvd, such as mod, tod, vob, ts, m2ts, tp, trp, mkv, flv, avi, mp4, mpg, mpeg, 3gp, asf, rmvb, dat, etc.If you don't have clipped,i recommend  the tool of Aimersoft DVD Creator. It can trim and crop the video, and further more set background music, brightness, contrast, saturation, resolution, frame, button,  menu template, slideshow transition effect.
