It seems that in Windows Vista, Home Basic or Premium editions do not have the same level of Group Policy Management that the higher version of Windows Vista or Server 2008 have. There is no gpedit.msc or "Group Policy Object" snap in for mmc. It seems that the Microsoft has already removed this feature or option from client or workgroup based operating system.
