Most people use Photoshop CS and Photoshop 7.0, but they are on the expensive side. If you want free software which is as good as Photoshop, you can go to www.gimp.org. However all said and done, Photoshop CS is the best tool you can use to create signs. They can also be made in MS Paint. MS Paint, however, does not have options do no much rather than put text on images. The other software is the Paint Shop Pro 8 which is better than MS Paint. While downloading the software, make sure you download some brushes as well for enhanced effects.
