    South Africa has dual economy one side can be compared to industrialized countries and one side can be compared to developing countries. The trade liberalized amensly from 90's to early 20's. Than Mbeki did maintain a fiscal policy in 03' but due to overall slow global economy development, but now it is 4.5%.
    the Agriculture sector came to lime light in 2002 when the economist starting suggesting that agricultural development is necessary to improve the GDP of a country. The government has taken many steps to increase the agricultural sector!
