I think the general rule of thumb for figuring out when it is okay to touch the newborn pups is about 10 days.  I guess there are times when you need to intervene but I would consider these things (spilled water has soiled the entire cage) fairly rare.  Here is a great site that details what it takes to raise the pups! www.hamsterific.com
