Most establishments won't do piercings on anyone under the age of 18; we don't work on anyone under the age of 21. There are some shops that will do the job if you are under 18 if a parent or legal guardian signs off on it.

99 would be a good age. Really I believe if you are over 16 in most cases or if the person is a little mentally behind then 18.
