Why Are These Outdated Sections Of Laws Still Being Implemented?

Well my guess is they have these laws in most countries because the laws are set up to be discussed or change by the court when found to be lacking in their efficiency or correctness into today society and most times the original laws are still just as effective as they were when they were first put in place..i do not know what 498A pertains to but i would say either the law still works or no one has  argued against it to try and change it seeing if the whole community/country still deems it a just law worth keeping as it is...
