Give him a bath in oatmeal shampoo, and he might be allergic to something. Give Him bendryl but call the vet to see how much you can give him.

One of my dogs has similar problem. I use selson blue. It's a little expensive but will last awhile. After I give bath, I also use small amount of pantene conditioner and rinse again. You can also use just johnsons baby shampoo.
