Your first port of call should be your usual doctor, who can decide if you need referring to a specialist or not.

If you have a PPO rather than an HMO, schedule an appointment with a doctor who specializes in skin disorders; a dermotologist.  When I had a skin disorder, I first went to a regular doctor who said there was no problem with the bump on my arm.  I didn't feel comfortable and went to a dermtologist instead, and it was skin cancer.  They were able to remove it safely, but had I not gone to a specialist, the cancer could have spread.
