The New Constitution is, infect, the Govt. of India Act, 1935. It was foisted upon the people of sub continent by the British at the height of their power. It is meant to give some say to the local people in the maintenance of their affairs. Its main part containing to the formation of a Federal Govt. mostly by the local people was never implemented. Only provincial Govt. enjoying some autonomy were created. But it did raise high hopes of the common people.

It was thought that the promulgation of new constitution on 1st April would change everything for the betterment of the people of India (Hindus and Muslims). With the promulgation of new constitution it was expected that there will be a procedural changes in the mode of interest to usher in. It was being considered that with its promulgation the cruel white rule would come to an end, the rich would no longer be able to exploit the poor and the practice of usury would be prohibited.

There was another consideration on the topic of new constitution that it would effect Russian socialist changes in the India. There was another point on the issue of Federation section of the constitution, how it could work if promulgated. It was being hoped that people would get jobs through elected representatives and new openings for progress would be created.But nothing of the sort happened; only new constitution was observed by the British as the Fool's Day.
