How Do I Create A Scalloped Edge When Painting Only Half Way Up A Wall?

We are painting my daughter's bedroom. While looking at bed linens on a shopping website, i noticed a background of a bedroom with walls that were white on the top half and purple on the bottom half with a scalloped edge at the top of the purple section. I want to try this method but can't find scalloped painters tape or any suggestions at local stores.
