    First You have to know that:
    Molarity=number of moles\volume of solution(L)
    number of moles=weight (g)\molecular weight
    the dencity of water equal 1g\L
    so 395g=395L
    molecular weight (NaOH)=23+16+1=40g\mol
    Molarity=25.0\(40*395)
    Molarity=0.0025 molar
