Did the kittens mother reject it for feeding?
If not it should still be nursing from its mother but the milk replacement is ok ,the kitten will eventually eat when it is hungry enough.

You should try every way to feed him. If that doesn't work, go to the vet and find out.

Kittens aren't supposed to take in solids until they are about 6 weeks old. Their little tummies can't digest the solids at such a young age. Keep feeding it the milk, and wait to start the solids.
When you do introduce the solids, the kitty will start having bowel movements, so you will need to start showing the kitty where the litter box is several times a day until it gets the idea of what it's doing in there. Hope this helps, good luck.
