Congenital Melonocytic Naevus are unusually large collections of melanocytes and it is classed as a benign tumour. The chance of the melanocytes becoming malignant is around 5-10% and usually the large the condition, the larger the risk. If the condition is found to be close to the eye, there is a chance that you could also develop glaucoma.
There is treatment available for the condition though it varies depending upon how severe the condition actually is. It is currently unknown as to why the condition occurs but they seem to appear from birth as with most birth marks (though not all do!), and it can occur on any part of the body. The condition also seems to develop in practically anybody, it doesn't care what your race, age or sex is, it can affect absolutely anybody.
Overall this is one of the most serious forms of birth marks though the severity of the condition does vary from person to person. If you think you have the condition it is better to consult your doctor and get a proper diagnosis.
