Who Bans A Blurter?

I wanted to add a blurter as a friend. But an error message occured, saying that that particular blurter has been banned. And if i want to be friend with that blurter, i would have to contact the admin. Why is that?

Hello, Could you please tell me the username so I can check it for you. A user on blurtit can be banned for various reasons, e.g. Offensive or abusive posts, spam and etc.

Sorry, but i don't think i should, as the other blurters may have a bad impression on that person. But anyways, thanks for responding and for your concern.
