    The story which you've mentioned was a great story which was in our course book named as "The Punishment of Khipil" that story about a lazy worker and an intelligent king.
    The Shah-Pesh is the king in the story who ordered some important tasks to the person named Khipil but he didn't do it properly. When the king wanted to see the works done by Khipil; Khipil pretended like all the work has been finished.

    But the king named Shah-Pesh was very intelligent. His character in the story as a whole is great. He took work from the Khipil in a very intelligent and clever way. He also punished Khipil for his laziness. Shah-Pesh really deserved as a king. Shah-Pesh didn't ask the Khipil that why he didn't do his work on proper time but he also pretend that the work had been done by Khipil and he praised it in a cleverly manner and this thing caused to different punishments for Khipil when the story proceed.

    So this was the character sketch of Shah-Pesh as an intelligent and clever king. And Shah-Pesh knows how to deal with his court men.
