How Can I Download Or Transfer Pictures From My Personal Computer To My Mobile Phone?

It is mainly dependednt on the phone. Some phones have data cables that can be purchased separately that allow you to simply plug the phone into the computer via USB and transfer away.

If your phone does not have that option, or if you'd rather not spend the time or money looking for the cable, you can probably just send the picture in an e-mail or MMS message to your phone. This part is dependent on your carrier, but most carriers assign an e-mail address to the phone based on your ten digit phone number. For instance, if you use Cingular/AT&T and your phone number is 206-555-1234, you would send an e-mail from your computer with the picture attached to 2065551234@mms.mycingular.com and it will appear as an MMS message on your phone.

If you have a carrier other than Cingular/AT&T you'll just have to find the address your carrier uses. It should be easy enough to find on the company's web site in the support section.
