    Governments normally react to amplified terrorism by beefing up the protection of government installations, key mechanism of the nation's infrastructure, and other profitable targets. This presses the terrorists to hunt for softer targets that successfully pressurize the government to meet their demands. Operations that create huge civilian fatalities fit these parameters and are anywhere big figures of citizens gather.

    Choice targets contain sports arenas, shopping malls, houses of worship and movie theatres. Targets such as the World Trade Centre not only give the essential fatalities but, because of their representative character give more bangs for the buck. In order to maximize their odds for success, terrorist groups will likely consider mounting multiple, simultaneous operations with the aim of overtaxing a governments ability to respond, as well as demonstrating their professionalism and reach.

    Even though all this, terrorism will remain a back burner problem for Western leaders as long as the bloodshed strikes in secluded lands and has little upset on their fortunes or those of their constituents. Until a country's general public believes that terrorism poses a major threat, conventional financial and political concerns will remain dominant. The developed nations will be too busy jockeying for entrance to markets and assets to be alarmed with the less urgent problems.
