To get catch lotad on Platinum, you can do the following things:
1. Migrate one from Sapphire or Emerald version
2. Insert any Sapphire cartridge into your DS' Game Boy Advance slot and go to route 203
3. (Not recommended) Hack your game using an action replay.
To get lotad on LeafGreen, you must trade it from Sapphire or Emerald. Otherwise, you can hack your game using a Gameshark.
Otherwise, there is no way to get lotad.
