It sounds quite likely - either that or he just has no idea what he wants. Either way, since he seems to have no problem about lying to his girlfriend or you, or possibly both, and is much more concerned with his own feelings than with hers or yours, you can clearly do much better for yourself.

I was in a similar situation a few years ago. A co-worker and I became very close, as friends at first. We were both in a relationship at the time, but we felt that we would be perfect together. I broke up with my man for him, but he still stayed with his girlfriend. They lived together and stuff so I could understand his delay, but after a couple of months I gave up and transferred to a different location. I was letting him use me and I had to put a stop to it. I honestly thought we were on the same page about being together. He would tell me how unhappy he was with her and that they were only together because they lived together and he didn't know how to get out of it. Well, after some time, you should be able to figure out how to leave her, right? Well, I was fed up with being the other woman, so I removed myself from the situation. I figured if it was meant to be, he could call me when they did break up and see what happens from there. Eventually, about a year later, they did break up and we did go out a couple times. That is when I realized that he was a complete jerk and had been seeing other women also. All in all, the whole thing sucked, and I wish I had never let myself get close to a guy in a relationship. It is not worth it. If you are worth it to him, he would break up with her. I feel that he is pulling the same scam on you as this guy did on me. I think you need to just move on, and if he does break up with her, he can call you then and see how it goes from there. But right now, you need to get away, because it is not fair to you or the other woman. Hope this helps!
