    By a state we refer to a sovereign territory in which the citizens share a common culture, history, language, traditions, beliefs and values and at times a religion as well. A state can be considered synonymous to a country or a nation state. Its definition is more geographic. On the other hand a government is like a management body that exercises control over the processes and people that live in a state. You can consider state to be like an organization while the government as the management of the organization. The government is an essential part of a state and each state must have some form of government to run its affairs other wise it will collapse.
