My mom's kitten was very similar to that as well. She was also very high strung. Cuddly sometimes and can't wait to get away from you other times. She's growing out of it as she gets used to us and gets older. When you're holding her give her affection and allow her to get down when she shows signs that she wants to get a way. Also find a toy that she likes and play with her. Rub her ear between one of your fingers and your thumb. I read somewhere where this also helps strengthen the bond between the owner and pet.
Because she seems scared I would try not to make any sudden moves when she's around or play rough with her. That may increase her wanting to get away.

*If she's still really little maybe you could find a toy that has a comforting sound like a wind up musical toy that would help associate you with comfort.

*I was just thinking that maybe she's scared because you're so much taller. Is it possible that someone didn't see her and stepped on her and she's nervous. Maybe when you go to get her get closer to the ground and have one of her toys in your hand to attract her to you. Then hold her and help her to feel safe.

      I hope this helps you.

Some cats are just kiddish like that, I had one who was afraid of everything, she never left the bedroom. Sometimes, it's just that you are moving too fast and it spooks the kitty. Maybe, instead of just bribing the kitty with treats, move a little slower, and talk to kitty when you come near it so that in time, it might better understand that you aren't the threat that she thinks that you might be. When they hear your voice all the time, they often relax to a point where they aren't nervous, or scared, hope this helps.

Think about it. Which gender would be more susceptible to your body language on approaching her? Female. She may have been overpowered early on in the litter and perhaps been the victim of a little harmless sibling aggression. She may just be a little nervous. Try lowering your body on approach rather than reaching down from an upright position. Ease into it.
