    If you hold off paying the rent, it could give the owner a reason to evict and it may be what they are looking to do so they don't have to deal with a tenant while trying to repair the floor. You may want to contact the housing authority or whomever administers the codes for rental property in your location and see what might happen if you get them involved. It may be that they determine the property unlivable in which case, you would have to move out anyway so just check with them without having them fully involved. It may be that this will motivate the owner enough to fix the problem.  Sometimes you have to find other means of motivation to get people to do things.

      Yes ,i agree all the way with the answer you just received it's exactly what i was going to say....you could also get three quotes on the repairs from 3 different  licensed and bonded contractors in writing  so you will have proof of the possible cost to the repair the floor...also take pictures with you and the today's newspaper with the date showing clearly in the picture just in case...make sure the contractors write out the condition of the floor on their quotes....hope this helps
