What Could Cause A Newly Rebuilt Engine To Have No Compression?

I was having someone rebuild a chevy 454 for me. The block was sent to machine shop and bored, an engine kit with new cylinder specs ie piston and rings was installed.when the engine is turned there is barely any compression at all. The Original person who started is no longer available and I am Trying to finish myself.

    It could have the wrong rings,the valves may need to be worked,the head gasket could be bad.

      1. Wrong (too small) pistons used.

      2. Rings installed wrong.

      3. Rings installed without assy lube.

      4. Cylinder bores not finished correctly.
