It is the signs of nervousness, shyness or due to some fear.It means it is not still feeling at home in your home and sometimes it feels insecure.

Ray is correct. Dogs tuck their tail in a sign of fear or nervousness. The best way to make him feel at home is to go sit in front of him, get down to his level, and put your hand out slowly in front of him. Let him approach you at this point. He should sniff your hand, so as to see what it is and if he feels threatened by it. If he seems like he will allow you to pet him, gently pet his head and scratch behind his ears if he enjoys it! Once he feels like he trusts you, he will wag his tail and be much more personable to those he trusts!
