Well I'm not sure if it's the best but it works well for me. I go to songlyrics.com and go to the advanced search where you can type in a phrase from a song and it will find all the songs with that phrase in it.

I think the best way to find a song by lyrics is just to copy the lyrics and then paste in any search engine. The search results will surely give you the relevant song and if the lyrics are complete then you can find the complete lyrics and song as well. There are a number of song lyrics websites which also give you an access to find the songs by lyrics. You can also download the songs just after finding its lyrics on such websites. I hope you will be able to find any song by its lyrics now.

My sister, who is a music teacher, has just typed in the name of the song followed by the word lyric into www.google.com and has found them that way. Give it a try.
