No but you can show a letter that you have written and sent to your landlord complaining about these issues, keep a copy of the letter for yourself as well as pictures proving what your complaint is about keep the pictures for yourself in the event this ends up in court,send a copy of your letter of complaint to the landlord tenant board in your area,and if need be they will collect the rent or have you send it to them and they hold it in escrow until such time as the work is performed,...hope this helps you good luck
