GEM refers to the Graphical Environment Manager. It is basically a windowing system that was created by Digital Research Inc. It is the graphical user interface fro the Atari series of Computers. It was also supplied with the IBM PC- compatible computers from Amstrad.
It was basically developed as GSX, which was a general purpose graphics library. This task was done by a team that was headed by Lee Jay Lorenzen in the late 1970's. This team specifically worked for DRI that was based in Pacific Groove, California.
GEM was released under license to the world and now customized versions of the software are available. Gem, thus is not based in China.
