No two people are alike and develop in different ways. If this is a problem for you, discuss with your doctors what options are available, there are lifts they can do which are not too invasive, or special bras you can purchase to give the appearance of more cleavage. I would wait on any surgical proceedure as these may be dangerous and the problem may resolve in time. Took me till I was in twenties before an A cup to B, after having children, became slightly larger. You should not worry too much about physical appearance
