Theres solid white line next to a sidewalk on a two lane road or in front of a business driveway is it legal for a car to drive inside the white line next to sidewalk to pass traffic that is sitting waiting for the light and the turning lane is at least a 1000 feet away is it legal?

On a 4 lane road and traffic is stopped and your in the center getting ready to turn in to a place of business and you proced to turn in between the south bound traffic that is stopped is it legal for a car that is going to turn at the intersection that is a thousand feet away. Is it legal for the car to pull out around traffic that is stopped and proced to drive down on the other side of a solid white line to pass traffic to get to a intersection that is a 1000 yards away
