    To be more precise, the question should  be what do taxi licensing authorities regard as an MPV?

    Definitions vary between taxi licensing authorities but, in general, most require to inspect and approve the vehicle for suitability prior to any licence being issued. In common with other vehicle types, there is also a requirement that no material alteration or change in the specification, design, condition or appearance of the vehicle be made at any time whilst the licence is in force without prior written approval.

    While a taxi licensing authority is unlikely to specify a particular make or model of MPV, they will insist on minimum standards which, for the most part, concern access and safety. Generally, there will be a stipulation that all passengers have direct access to a door without the need to climb over any seat or luggage, or the need to lower the back of any seat. Most licensing authorities will also demand that seats should not be sideways-facing, but facing the direction of travel.

    As standard, there will be an obligation that all seats comply with seatbelt regulations. Furthermore, there will normally be regulations regarding front seat passengers.
