    Can a landlord of a small commercial building charge a 5000.00 security fee when he has done nothing like even paint or rugs or clean???in Calif

    Every state has its own laws and maybe you would find the answer if you read up on land law. But in my opinion the landlord can take a security fee. The fact that he has not improved on the building does not make a difference.
