 If We Don't Hand Feed Baby Cockatiels Can We Tame Them?

 They really need to be around noise people and regularly be allowed out of there cages to fly freely in the same environment in order to beat ease, but since I'm no expert you could get some advice from a pet shop or some books to read up on good luck
