Back in those days it was usually located on the wheel well on the drivers side. Could be wrong but thats where it was in my 84 town car.

Its probaly under the steering wheel to the left you should see a metal bracket holding it and part of it is in the hood .if you look there is part of it with 1 or2 wire harness attached to it
