Blurtit is still under development, so it's not completely outwith the bounds of possibility that allowing users to upload avatars like you suggest could be in the pipeline.
Certainly, it would be worth thinking about if there is sufficient demand. However, my personal experience in other places online is that the vast majority of people don't actually post a picture of themselves anyway but instead use something symbolic.
If uploading avatars were to be deemed desirable, there would be limited scope for their use. The main place would be in the Blurter's profile, the page that displays when you click on a Blurter's hyperlinked name. At the moment, this records the Blurter's current status, points earned and total number of questions and answers. I would imagine there's enough room in there to place an avatar as well.
Other than there, I personally would need to be convinced of the need for an avatar appearing on each individual Q & A page.

The problem with images is that they take a lot of space and time to monitor their suitability for a site such as this.
I think that it can work to a degree but not everyone is happy to see images.
Some family history websites allow images and this can work well. Obvious sites with images are dating sites. There are all sorts of individual security issues involved with images too.
At the moment we can always recommend other websites where people ca see images if they so wish. I tend to agree with wombat96 about the role for them on a site like this.

I've been thinking about this question a bit more deeply. There could, in fact, be a case for allowing people to upload images in order to illustrate questions or answers.
But this raises further questions including copyright and content of the images posted and their hosting. It would probably be necessary to stipulate that only images over which the poster had copyright could be posted (i.e. ones they took themselves) and that the images be hosted elsewhere, either on the poster's own web space or on a third party site. It would therefore be necessary for the poster to embed the image into their question or answer, but this isn't a biggie.
