They were also thought to be exaggerated versions of lizards by sea going explorers/sailors since they had never seen such animals before...and in order to entertain others they made the lizards more than they really were.what is called a tall tale..

Dragons never existed. The hypothesis of where the legend began is that people found dinosaur bones and didn't understand what they were and how to reconstruct them like we can today so they came up with fanciful creations in their minds much like the gods they invented.
