The IT building blocks are defined in many ways but it all depends upon personal use. Each person some different needs and requires but according to some basic need I will take following things are IT building Blocks:

Skilled people who know how to handle or operate computer; without capable people everything else is useless. Similarly Communication device is very essential. The need to communicate with device or using device to communication is the basis of good technology. Then come the Input/output device; easily receiving the data into or out of the computer is vital for transmission. The value that device can give is based on what it really does with the data after it collects or stores it; and how fast it can process the user commands. Another building block is software; without which one can not do anything even if he has the skills to operate it. These soft-wares are like Operating systems (windows, XP, Unix etc.), Ms office and so on. Last but not the least comes storage device. The more the storage capacity the more data you can store and more will be the processing speed of your computer.

So these all above mentioned things are necessary for your computer whether you have a home PC or you are working in some science lab.
