I had a similar problem with my 98 town car rear suspension. After many guesses found a mechanic who found a frayed wire located in the rear of the car behind the seat. He fed the wire up thru the trunk spliced the wires back together and for under twenty dollars It is working great.
So..have the wires. Checked..you might have a loose connection.... And its an easy and cost effective fix!!!

My 1997 Lincoln town car rear suspension is not working right. It just suddenly was flat in the back. But when I started the car it filled back up. Well now the indicator light comes on, and the first time now it just stays flat. I am trying to find a diagram for the conversion kit. To show how to do it. I have been reading about it and seems to be very easy job. Please give me any info that would be helpful.
Thank you

You air ride pump may be malfunctioning. If your air shocks are not leaking this or the sensors would most likely be the problem.

Take the navigator and trade it in on something else. As soon as you fix it something else will break
